This issue is described and discussed here: http://subversion.tigris.org/ds/viewMessage.do?dsForumId=462&dsMessageId=2377143 In summary, there's no way to replicate Subversion locks across repositories. The closest you can get is to mimic the locked *state*, but you cannot currently ensure that lock tokens match between two ideally mirrored repositories. That causes issues in working copies, where lock tokens are critical to determining lock ownership.
